Director of Division of Purchases and Supply
Hiring Range: $125,000 - $135,000
Exciting opportunity for a senior procurement executive to lead the Commonwealth of Virginia, Department of General Services, Division of Purchases and Supply (DPS). The position is the Commonwealth’s Chief procurement official providing oversight of purchases by state agencies and other political subdivisions for non-technology materials, equipment, supplies, and services pursuant to the Virginia Procurement Act, other laws of the Commonwealth, and administrative executive policy direction. Responsible for the operation and development of the Commonwealth’s nationally recognized electronic procurement system, eVA, Provides direction and is responsible for the Commonwealth’s Virginia Distribution Center (VDC) which procures and distributes food and janitorial supplies to public bodies statewide. Oversees supervision of contracting officers in executing strategic sourcing and spend management programs. Directs the training and professional development for public body procurement professionals. Works with state agencies, institutions of higher education, local and federal public sector organizations related to procurement activity under the authority of DPS. Prepares, develops, and conducts presentations to elected officials.
*Extensive executive level public sector procurement and contracting management experience
*In-depth knowledge and understanding of strategic sourcing concepts and procurement principles for the acquisition and management of contracts of diverse variety of goods and services.
*Extensive experience in highly automated complex, multi-divisional, or multi-agency environments
*Demonstrated ability to interpret state, including those that impact state agencies and institutions of higher education, and federal procurement and contracting laws and regulations, and to develop and implement regulations, rules, policies and procedures to govern the procurement business process and contract administration
*Experienced in executive and legislative budget and legislative processes
*Experienced with e-procurement systems, eVA functionality preferred
*Proven track record leading a large staff in setting and achieving goals
*Experienced with operations of large warehouse material acquisition and distribution operations
*Executive level skills developing and delivering presentations, with exemplary written and oral communication skills
*Strong analytical and decision-making skills
*Degree in closely related discipline or equivalent combination of training, certification, and experience.
Experience and/or demonstrated knowledge of budgeting/accounting practices related to enterprise, internal, and general funded programs within Commonwealth of Virginia highly preferred.
*CPPO, CPCM, CPPB, CPM or other nationally recognized professional purchasing certification preferred.
*VCO, VCM highly preferred.
